This Thesis discusses researches on the welfare town construction. And these scientific researches are composed of a new barrier-free system for the visually handicapped people, the welfare equipments in the market, the universal design, ITS (Intelligent Transport Systems), and so on.The development of a rapid aging society and a society who attach importance on welfare, have brought a new idea to town construction. In a word, it is directionality of the welfare town construction.Recently, a study on barrier free has been aggressively progressed, from which the construction of a social infrastructure, is being pursued. This is not only for the elderly or the handicapped, it will enable every individual to act freely and safely, and to work in the local society without hindrance, so they can actively participate in the local society.A system examined in this study helps to support the sight handicapped when walking. In other words, the system guides the sight handicapped to walk on their own and to guide them to any location such as a public building. When explaining in detail, the new barrier-free system is composed some picture character's blocks where some electronic parts are enclosed, a portable machine which generates voice, and a electronic white cane which emits electric wave. And this research investigates the universal design that would become important more and more in the future in addition. The vision for the future is the construction of a new barrier-free system, that incorporates the ITS which is advanced at present by the Ministry of Economy, Trade and Industry, the Ministry of Land Infrastructure and Transport, and so on.We developed a vocal walking inducement new system for the visually handicapped persons and completed the prototype, as a result of these researches. Then we are advancing the practical use of the system and the researches to the completion of a welfare town construction.
