The majority of public services and supply chain operations are designed based on the premise of undisrupted functioning of interconnected networks with minimal redundancy in their structure. The constant thrive for aiming efficiency along with the globalization trends and lean management principles increased the vulnerability to disruptions due to natural disasters and intentional man made actions. 2011 Japan earthquake, hurricane Katrina, terrorist attacks and government shutdown of economic activities due to COVID 19 pandemic exposed the deficiencies of these interconnected social and economic networks designed to sustain minor disruptions. Supply chain risk management literature mainly focuses on risks from random daily operational failures with the objective of optimizing the expected behaviour. On the other hand, recent deliberate and major natural disasters created the need to look worst case conditions more carefully at the design and operation of such networks. The objective of this research program is to develop decision making tools that will optimize the responsiveness and the robustness of networks. In achieving this objective the focus will be on the initial design decisions as well as post interdiction recovery related decisions to maintain functioning of said networks. The proposed research program will explore the use of an important class of problems known as network interdiction and fortification planning problems. Network interdiction refers to the set of decisions made by an attacker to create maximum damage to an adversary's operations whereas the fortification refers to the set of decisions made by the defender to minimize the maximum damage caused by the attacker's decisions. The proposed project will develop a range of integrated mathematical models and novel solution methodologies to explore the impact of network interdiction and protection planning on the initial design and robust post-interdiction recovery of networks. Applications will be aiming logistics and supply chain networks, critical healthcare services networks. The developed tools and insights from this research program will contribute to decision making in commercial supply chains, healthcare network design and operations as well as infectious disease control.
