煤矿工人安全胜任力模型构建与实证研究

Coalmine safety has been attracting much attention and the establishment of coalmine safety competency model provides a scientific and effective security management and control method for enterprise.And the studies about common coal miners safety competency were rarely reported. This project build the safety competency model of coal miners for empirical research, which include comprehensive use of safety management, human factors engineering, statistics, psychology, instruments assessment and other related theory and method..Initially, on the foundation of the classification of a large number of "three violation behavior" and the sort of accident data,significant indicators are selected from four dimensions that psychological quality, physiological function, cognitive ability, and other factors.By comparing two samples of high and low safety performance，the influencing degree of these influencing factors and coalmine "three violations behavior" is verified and some assessment methods of good operability are determined.According to indicator significant results, coal miners’ safety competency model is established and assessment levels are graded.Appropriate security management and control measures are protocoled. As a result,through experimental group and control group of coal miners’"three violation behavior" performance assessment, the effectiveness of model and management and control measures is carried out by follow-up empirical test. Finally, combined with research results, the job admittance standards for the safety competency assessment of coal miners are formulated..This study will provide theoretical support for the coal miners safety assessment and coalmine safety management.

煤矿安全一直倍受关注，在煤矿建立安全胜任力模型可为企业提供一种科学有效的安全管控方法，关于普通矿工安全胜任力的研究鲜见报道。本项目综合运用安全管理、人因工程、系统工程、统计学、心理学量表与仪器测评等相关理论和方法，构建煤矿工人的安全胜任力模型并对其进行实证检验。首先，在对煤矿工人安全胜任力影响因素和煤矿“三违”及事故数据资料梳理分类的基础上，从心理素质、生理机能、认知能力和其他因素四个维度选取指标，通过安全绩效高和低两组样本的对比，验证这些影响因素和煤矿“三违”的影响程度，并确定可操作性好的测评方法；然后，依据指标显著性结果构建矿工安全胜任力模型，划分评估等级，拟定相应的安全管控措施，进而通过实验组和对照组矿工的“三违”绩效评估，对模型及管控措施的有效性展开跟踪实证检验。最后，根据研究成果制定出基于安全胜任力评估的煤矿工人岗位准入标准。本研究将为矿工安全评估和煤矿安全管理提供理论支撑。

安全始终是煤矿生产中的头等大事，人是生产的主体，在生产过程中导致煤矿安全事故发生的一个主要原因就是人的不安全行为，而安全胜任力的提高能够有效减少不安全行为的产生，尤其是矿工的“三违”行为（违章作业、违章指挥和违反劳动纪律）。因此，梳理影响安全胜任力的各类因素，构建适合煤矿工人岗位准入的安全胜任力模型，制定煤矿工人安全胜任力岗位准入标准是提高矿工安全生产能力，预防煤矿事故的重要手段。. 本研究通过文献研究、专家访谈、现场访谈、推理演绎等方法对安全胜任力的影响因素进行了梳理并分类。通过实验验证，确定了各安全胜任力指标的测量方法，据此深入煤矿企业进行安全胜任力测量，结合煤矿“三违”数据，使用相关性分析、回归分析等数据分析方法，探讨了安全胜任力各类指标对“三违”的影响程度，最终确定出显著指标，并构建出了适合煤矿工人岗位准入的安全胜任力模型。在以上研究基础上，制订了煤矿工人基于安全胜任力的岗位准入标准，设计了《矿工安全胜任力水平检测室实施方案》，《高危行业的“人因双态”安全管控体系建设方案》等安全管控方案，并将以上方案在煤矿进行了推广应用，通过有效性实证检验发现，矿工的“三违”次数有了明显降低，以上方案取得了良好效果。. 课题研究成果发表学术论文20篇（1篇SCI收录，2篇EI收录），申请实用新型专利2项。制定了《煤矿工人安全胜任力理论与实践》专著的编写思路和大纲，完成了其中理论研究部分的初稿撰写，培养硕士研究生10名（4名已毕业，6名在读）。. 具本课题研究对提高矿工安全胜任力水平、减少“三违”行为发生，减少不安全行为以及提高煤矿安全生产水平具有十分重要的意义。
