基于利益相关者视角的商会合法性困境与合法化战略研究

The project studies on the legitimacy dilemma and legitimation strategy of chamber of commerce based on stakeholder perspective. Both organization legitimacy and chamber of commerce have been the frontiers of management research area in the last twenty years. However, the existing literatures seldom had intersection between legitimacy research and chamber of commerce’s research. Almost all chamber of commerces in China face with legitimacy dilemma. So, it has important theoretical and realistic significance to study on how to get out of dilemma strategically in order to bring chamber of commerce’s functions into full play in China. The project will combine with the use of several research methods including the theoretical modeling, multiple cases analysis, interview, investigation, and econometric analysis. Based on three new dimensionalities involving government legitimacy, industry(firm) legitimacy and society legitimacy, the project will develop an indicator system and model to measure the dilemma extent of chamber of commerce in China, analyse the chamber of commerce’s mechanism and strategies of constructing legitimacy, reveal the integration core of the chamber of commerce’s legitimation strategies by rigorous theoretical analysis and detailed empirical test. We try to construct comprehensively the research system of chamber of commerce’s legitimacy and legitimation. We expect that the project will enpand the research connotation and perspective, develop the theory of chamber of commerce. Also, we expect the the study will provide the theoretical and empirical support for advancing the chamber of commerce’s system reform, solving the legitimacy problem of perplexing chamber of ceommerce for a long time, in order to give full play to the role of chamber of commerce.

本项目基于利益相关者视角对我国商会合法性和合法化问题展开研究。组织合法性和商会均是近二十年国际管理学界兴起的前沿研究领域，但现有文献中“合法性”和“商会”的研究鲜有“交集”。我国商会几乎无一例外地面临合法性困境，研究如何战略性地走出困境以充分发挥商会的作用，具有重要的研究价值。本项目将结合运用理论建模、多案例分析、访谈调查和计量分析等研究方法，通过严谨的理论分析和详实的实证检验，从政府合法性、产业（企业）合法性和社会合法性三个新维度，开发一套指标体系和模型测度我国商会合法性困境程度，剖析商会构建合法性的作用机理和合法化战略，并揭示商会合法化战略的整合核心，试图构建全面、系统的商会合法性和合法化研究体系。本项目将在理论上拓展商会研究的内涵与视角，推动理论创新发展；在实践中为推动转型中的商会制度改革，解决长期困扰我国商会的合法性问题，以充分发挥商会在经济社会发展中的重要功能提供理论和经验支持。

商会、合法性、合法化、利益相关者和企业社会责任均是近二三十年国内外管理学界兴起的前沿研究领域，在我国绝大多数商会面临合法性困境的背景下，本项目把五个主题有机结合在一起，研究如何战略性地走出困境以充分发挥商会的作用。本项目首先基于利益相关者视角对商会合法性困境展开分析，然后在此基础上深入探究商会的合法化战略，最后进行商会合法化战略整合研究，着重研究了商会合法化战略的整合核心——会员企业社会责任问题。. 在项目研究期间，共完成8篇系列学术论文，包括《合法性、商会治理与企业社会责任演化》、《利益相关者、合法性与商会发展绩效》、《商会利益相关者结构、合法化战略与绩效——合法化阻力的调节作用》、《媒体关注、报道基调与企业社会责任水平》等等，其中发表论文3篇，其余论文正在投稿中；另外，在该项目下指导学生完成硕士学位论文4篇。本项目研究成果的重要观点是，商会应综合考虑各种因素，对有限的资源进行恰当的配置，差异化实施各类合法化战略。总体上，商会应优先实施会员企业合法化战略，政府合法化战略也是实施重点，而社会合法化战略可减少执行。具体地，商会应首要集中实施民政合法化战略，而实施会员企业股东合法化战略是重中之重，政治合法化战略很重要但应掌握实施的程度，会员企业员工合法化战略和社区合法化战略应一定程度上实施，考虑到合法化阻力很大，应减少实施行政合法化战略和非会员企业合法化战略的资源投入。. 本项目基于利益相关者的视角，从政府、会员企业、社会三个新维度区分了商会合法性和合法化战略，这契合了我国的制度背景，对于推动商会理论研究的深化有较强的学术价值。揭示推动会员企业承担社会责任是商会合法化战略关键所在的新观点，则为未来进一步的研究提供了一个有价值的研究方向。而提出的政策建议，对现实中的商会有较强的应用价值，有助于推动我国商会的健康发展，充分发挥商会在经济社会发展中的重要功能作用
