基于“全球-地方”互动的长三角功能多中心发育模式与机理研究

Polycentric (especially functionally polycentric) development is the main form of spatial organization that drives the economic integration of the Yangtze River Delta (YRD), as well as a widely research foci in the discipline of urban geography. Functional polycentricity, however, is not a closed spatial formation of organizing socio-economic activities at regional scale. Rather, it is a product of interaction between intra-regional and external-regional factors (i.e. the global and local interaction). As a result, the global and local interaction is the key to understand how the functional polycentricity of urban agglomeration has formed. This proposed research aims to bring the perspective of global and local interaction to examine the formation and mechanisms of the functional polycentricity of the YRD. To be specific, based on classifying enterprises according to serving local functions or global functions, this research first builds two intercity networks of intra-enterprises’ business interactions at the global and local scales, and then map different patterns of functional polycentricity of the YRD at the two scales. This is followed by revealing the interaction processes of global and local scales, which will be done based on an analysis of the paths of global scaling up of local flows (e.g. the overseas expansions of local enterprises of the YRD) and the local scaling down of global flows (e.g. the locating of international enterprises in the YRD). Furthermore, by applying quantitative methods and case interviews, the mechanisms of the functional polycentricity of the YRD will be discovered following the analytical framework that consists global, local and actors’ factors, as well as historical paths. This research is useful toward optimizing the functional division of global functions and local functions of cities, as well as coordinating the strategies of “the integrated development of the YRD” and “the construction of world-class urban agglomeration”. Furthermore, it enriches the research literature of polycentric mega-city regions on cross-scales in mainland China.

多中心（尤其是功能多中心）发展是推进长三角一体化的主要空间组织形式，也是城市地理研究的重要议题。功能多中心并不是区域尺度下闭合的社会经济空间组织模式，而是区域内外相互作用（全球-地方联系）的结果。因此，全球和地方两个尺度间的互动是理解区域功能多中心发育的关键。研究拟从区分服务于城市全球职能和地方职能的企业入手，通过建构两个尺度商务联系网络，分析长三角功能多中心结构在全球和地方尺度的不同表现形式。然后，通过地方要素全球流动（如本土企业国际扩张）和全球要素地方流动（如国际企业长三角布局）的路径分析，来剖析两个尺度多中心组织间互动关系。最后，建立全球、地方、行为主体和历史路径等四维分析框架，通过计量检验和案例访谈相结合，解析功能多中心的发育机理。研究为优化长三角城市全球和地方职能分工，推进“区域一体化”和“世界级城市群建设”的战略协同提供科学依据；同时也将丰富我国多中心城市区域的跨尺度研究案例。

地方、全国和全球要素流动等不同视角下，长三角的功能多中心表现出不同的发育特征和塑造机制。项目首先研究了不同尺度下多中心研究的概念框架和测度方法问题。其次，借助城市网络研究范式，从区分服务于不同尺度下城市相应职能的企业入手，分别剖析了外资企业国内扩展、中资企业国际扩张、中资企业国内扩张等不同视角下，长三角多中心与网络化演化、动力机制、城市职能分异及核心-边缘结构。最后，从治理多中心、城际竞争与其它多重城际联系角度补充刻画了长三角的多中心发育态势。研究认为，区域多中心实证研究结论依赖于所选取的研究尺度、研究视角及评估方法；不同产业类型洞察的区域多中心结构存在差异，且这种差异与不同企业发展所依赖的城市能级密切相关；与中资企业相比，外资企业塑造城际体系的扁平度更低；城际合作与竞争共同塑造了区域多中心与核心边缘结构；长三角的多中心结构受行政层级、市场分割、距离衰减、以及城际联系的网络内生结构等综合影响，而这些影响因素对于全球-地方尺度以及不同视角下刻画的城市体系影响程度存在显著差异。项目发现对推动区域多中心研究具有重要科学价值，对凝练推动长三角一体化的政策建议具有重要实践意义。截止2022年12月，项目负责人以第一或通讯作者身份发表SSCI一区论文4篇，中文CSSCI论文6篇，在国内外学术会议汇报相关研究10余次。
