乡村聚落空间布局优化理论与规划方法研究——以浙江地区为例

The Implementation of the “Rural Revitalization Strategy” calls for theoretical and methodological innovation that suitable for contemporary national conditions. Based on the theory of economic development stages and the characteristics of urban-rural elements flow in the "post-rural era", this study will analyze the trend and mechanism of the transformation of China's rural settlement space under the dual law of "population shrinking" and "factors return" and reveal the relationship between urban and rural areas due to market-oriented and informational changes， from a perspective of the dialectic relationship between productivity and production relations. The contradictions and collisions between "order" and "efficiency" of rural settlement space are difficult to reconcile in the transformation process from the traditional "vertical" model to the contemporary "flat" mode. So the research further explores rural modernization alternatives encouraging both the urban-rural "efficiency" and "order", the urban-rural assemblage and urban-rural sharing. Combined with the experiences of the six-year rural practice in Zhejiang Huangyan and other rural areas, the research aiming at proposing a systematical planning method of optimizing the spatial layout of rural settlement, based on a comprehensive assessment of the rural industrial economy, social culture and ecological environment and other conditions for the development. It is an optimizing theory and methods take in-depth rural land refinement confirmation, the decline in rural settlement space "smart shrinking", new rural industry space cultivation, great traditional rural function transformation and regeneration, suitable technology application into significant account.

实施乡村振兴战略呼唤适合中国国情的理论和方法创新。本课题从生产力和生产关系之辩证关系视角出发，基于经济发展阶段理论和“后乡村时代”城乡要素流动特征，解析“人口收缩”与“要素回流”二律背景下我国乡村聚落空间发展转型的趋势和作用机理，揭示城乡关系因市场化和信息化变革，从传统“垂直”模式到当代“扁平”模式转换进程中，乡村聚落空间“秩序”和“效率”难以兼顾的矛盾冲突，继而探索乡村聚落空间“效率”和“秩序”相互支撑的城乡融通、城乡共享的乡村现代化路径；结合课题组6年来在浙江黄岩等地区乡村规划实践基础，提出乡村聚落空间布局优化的系统化的规划方法，包括乡村产业经济、社会文化和生态环境等发展条件综合评估研判，深入乡村土地细化确权、衰败乡村聚落空间“精明收缩”、新型乡村业态空间培育、优秀传统乡村聚落功能转型再生、适用技术嫁接运用等系统化的优化布局理论和方法。

实施乡村振兴战略亟需适合中国国情的理论和方法创新。在当今我国城乡要素双向流动的市场化和信息化背景下，主要研究在生产力、生产关系和社会结构及其空间形态之内在关联和相互作用下乡村聚落空间布局优化之道，聚焦如何更好发挥空间布局优化作用，以平衡“秩序”和“效率”的矛盾冲突，从而开拓城乡融通、城乡共享的中国式乡村现代化路径。创新提出“生产力—空间形态”理论模型，指出农业生产力的质的飞跃必然带来农村社会结构及其空间形态演进之乡村进化过程。支撑乡村聚落空间形态的新的生产力动能，既要体现时代特征，又要以传统文化为内核。在城乡融合发展新阶段，乡村聚落内生动力既源于乡村本身，又因城乡要素的互动互促，从而呈现其发展多元化。创新提出城乡共构背景下乡村聚落空间“效率”和“秩序”相互支撑的“城乡共构”发展关系矩阵图，建立乡村振兴分项目标与乡村地理空间、经济水平等三者关联的乡村振兴多元路径45个交汇点，因地制宜实施包括城乡生态系统、市政基础设施和公共服务设施、乡村文化遗产活化再生、技术创新等促进城乡共构的4项重点任务。基于浙江多地以传统农业、加工贸易业和旅游业三种不同主导产业类型乡村调研，提出开展基于新型乡村“三阶段、九要点”产业业态空间培育规划方法，并提出基于传统村落功能转型活态再生、基于典型分类村庄的乡村聚落空间布局优化等系统化的规划方法和实施路径。结合课题组10年来在浙江黄岩等地区乡村规划实践基础，选取“特色保护类”、“集聚提升类”和“城郊融合类”3种典型案例村庄，开展乡村聚落空间布局优化规划方法的实施应用。基于课题研究的咨询报告已于2022年12月26日由浙江省乡村振兴咨询委员会以《农村改革与发展》专刊形式呈送中央农办、农业农村部、国家乡村振兴局等部门。4个村庄的实践成果被中央电视台2023跨年晚会选为节目拍摄地。研究成果对实施乡村振兴战略目标下的乡村聚落空间布局优化实践将起到重要的理论阐释和实践指导意义。
