The scientific plan and implementation plan of the Core Institute for the Earth Environmental Sciences have been discussed by distinguish scientists in Japan. Research topics which should be persuied was discussed. Five research areas are slected ; (1) understanding of the Earth System variability (2) Evaluation and predictin of the Global Change induced by human activity. (3) Issue of civilization of human life (4) Adaptation Issues for Global Change. (5) Regional Problems.In order to study these issues, a new Institute is proposed with a network of existing research laboratories and universities. Management system in also discussed.

日本的科学家讨论了地球环境科学核心研究所的科学计划和实施计划。讨论了应该说服的研究主题。五个研究领域被刺激； （1）了解地球系统变异性（2）评估和预测人类活动引起的全球变化。 （3）人类生命文明问题（4）适应全球变化的问题。 （5）区域问题。为了研究这些问题，提出了一个新的研究所，并通过现有研究实验室和大学网络提出了一个新的研究所。管理系统也讨论了。
