Through the research of the international relations between the USA and Cuba (1962-1968), we have got a new insight on the fundamental structure of today's globalization. So-called Westphalia system, where the sovereign territorial state is supposed to be an autonomous integrated actor, was and is violated usually by the institutionalization of transnational political power. It is shown by the conjuncture of the global Cold War and the local Cold War, and "the abnormal situation" was and is reserved as a routine manner as to keep the international order. Globalization has made this context clearer and more visible.

通过对美国和古巴国际关系（1962-1968）的研究，我们对当今全球化的基本结构有了新的认识。所谓的威斯特伐利亚体系，其中主权领土国家被认为是一个自治的综合行为体，但跨国政治权力的制度化过去常常受到侵犯，现在也经常受到侵犯。它表现为全球冷战与局部冷战的结合，“异常局势”过去和现在都是作为维护国际秩序的常规方式而保留的。全球化使这一背景变得更加清晰可见。
