In order to reduce the casualties caused by earthquake disasters and achieve better and faster emergency rescue, the assignment problem of emergency rescue teams after the occurrence of earthquake disasters is studied. The time satisfaction of emergency rescue teams located at different rescue departure points arriving at demand points to perform different rescue tasks is considered, as well as the competence of rescue teams for different rescue tasks. With the goals of maximizing the rescue time satisfaction and the strongest team competence, an optimization model for the assignment of earthquake emergency rescue teams is established. Through case analysis, it is verified and an effective solution method is given. The results show that the assignment scheme considering both the rescue time satisfaction and the team competence is different from the assignment considering only a single goal. It can not only ensure the rescue ability, but also effectively improve the rescue time satisfaction and achieve higher rescue efficiency.
为减轻地震灾害造成的人员伤亡,实现更好更快的应急救援,对地震灾害发生后的应急救援队伍指派问题展开研究。考虑位于不同出救点的应急救援队伍到达需求点执行不同救援任务的时间满意度,以及救援队伍对不同救援任务的的胜任能力。以救援时间满意度最大以及队伍胜任能力最强为目标,建立地震应急救援队伍指派的优化模型。通过算例分析验证并给出有效的求解方法。结果表明:同时考虑救援时间满意度和队伍胜任能力的指派方案不同于仅考虑单一目标的指派,既能保证救援能力,又能有效提高救援时间满意度,实现更高的救援效率。
