A new genus and a new species of Cicadellidae insects collected from Chimonobambusa angustifolia in Leigong Mountain National Nature Reserve in Guizhou Province of China are described, namely the genus Paracestus and the species Cestus nigrifasciatus. According to the characteristics of the facial structure of the head, the wing veins at the ends of the fore and hind wings, the setal formula of the femur, the subgenital plate and the paramere, this genus should be affiliated to the subfamily Mukariinae and is closely related to the genus Cestus. The main distinguishing characteristics are: the forewing has 4 apical cells (while the forewing of the latter has 3 apical cells); the aedeagus has a short dorsal cavity (while the aedeagus of the latter is simple and has no dorsal cavity) and has 2 gonopores (while the latter has only 1 gonopore); the connective is "V"-shaped (while the connective of the latter is "Y"-shaped). The type specimens are preserved in the Institute of Entomology, Guizhou University.
