As a highland of scientific and technological innovation in China, enhancing the agricultural scientific and technological innovation capacity and efficiency in the Beijing-Tianjin-Hebei region is an important measure in the process of coordinated development of the Beijing-Tianjin-Hebei region and has a strong promoting effect on the realization of modern agricultural development. Based on the analysis of the allocation structure of agricultural science and technology resources in the Beijing-Tianjin-Hebei region, the DEA - Malmquist index method is used to study the allocation efficiency of its agricultural scientific research institutions. The study found that the proportion of highly educated talents in the input of scientific and technological human resources in the Beijing-Tianjin-Hebei region is increasing day by day, and the agricultural scientific research talents in Beijing account for more than 60% of the Beijing-Tianjin-Hebei region; there is a significant gap in the input of scientific and technological funds in the Beijing-Tianjin-Hebei region, with Beijing being five times that of the other two provinces and cities, mainly coming from government funds. Technical efficiency and technological progress jointly promote the improvement of the scientific and technological allocation efficiency of agricultural scientific research institutions in Beijing; the scientific and technological allocation efficiency of agricultural scientific research institutions in Tianjin and Hebei is mainly driven by technical efficiency, and technological progress is negative. The improvement of the scientific and technological allocation efficiency of national-level agricultural scientific research institutions comes from the improvement of technological progress and technical efficiency; provincial and prefecture-level city agricultural scientific research institutions mainly come from the improvement of technical efficiency, and technological progress is negative. Based on this, policy suggestions are put forward to strengthen the flow of talents, optimize the talent structure, increase the support for agricultural scientific research, improve the intensity of agricultural scientific research investment, and effectively integrate the agricultural science and technology resources in the Beijing-Tianjin-Hebei region.
京津冀地区作为我国科技创新高地,提升其农业科技创新能力及效率是京津冀协同发展过程中重要举措,对实现现代农业发展具有强有力的推动作用。基于京津冀地区农业科技资源配置结构分析,运用DEA-Malmquist指数法研究其农业科研机构配置效率。研究发现,京津冀地区科技人力资源投入中高学历人才占比日趋提高,北京市农业科研人才占京津冀地区60%以上;京津冀地区科技经费投入差距显著,北京市为其他两省市五倍,主要来源于政府资金。技术效率与技术进步共同促进北京市农业科研机构科技配置效率提高;天津市和河北省农业科研机构科技配置效率主要靠技术效率拉动,技术进步为负。国家级农业科研机构科技配置效率提高来源于技术进步和技术效率提高;省级和地级市农业科研机构主要源自技术效率提高,技术进步为负。基于此,提出加强人才流动,优化人才结构;加大农业科研支持力度,提高农业科研投资强度以及有效整合京津冀地区农业科技资源的政策建议。
