进口拒绝对农产品出口企业转型升级的冲击与作用机制：基于微观高频数据的研究

Facing a severer situation of import refusals, transformation and upgrading of China’s agricultural export sector has become the essential mission of the supply-side structural reforms. In this project, micro-level high-frequency data will be employed and theoretical, empirical as well as policy research will be coherently combined to systematically analyze the impacts of import refusals on the transformation and upgrading of agricultural exporters and the underlying mechanisms. Using the product space network, the product structure and its transformation and upgrading at the firm level will be precisely characterized; With the extension and combination of the new new trade theory and the product space model, the theoretical mechanisms of the impacts of import refusals will be clearly revealed; Based on the explicit solution of the dynamic growth path to construct structural equations, the scale, dynamic distribution, heterogeneities and spillover effects of the impacts will be correctly estimated, the main impact receiver and key impact channels will be accurately identified, and the aggregation biases and endogeneity problems will be effectively mitigated; The effects of institutional instruments including quality, safety and industrial policies in alleviating the import refusal impacts will be quantitatively evaluated, and the import refusal impacts on transformation and upgrading in various reform scenarios will be simulatively forecasted and counter-factually analyzed, such that science-based advice to ameliorate firm development strategies and the government support system will be proposed. The research not only can help to improve the weakness of China’s international competitiveness in agricultural products, but may also help to solve structural problems in the entire agricultural sector and facilitate the realization of the new pattern of agricultural opening in the rural revitalization strategy.

由于我国面临的进口拒绝形势日趋严峻，转型升级已成为农业出口部门在供给侧结构性改革中的关键任务。本项目拟利用微观高频数据，通过理论、实证与政策研究的有机结合，系统分析进口拒绝对农产品出口企业转型升级的冲击与作用机制。运用产品空间网络，精细刻画微观企业的产品结构与转型升级；通过拓展并融合新新贸易理论与产品空间模型，清晰揭示进口拒绝冲击的理论机制；基于动态增长路径的显式解构造结构方程，准确估计冲击的规模、动态分布、异质性和溢出效应，精准识别主要冲击对象和关键作用机制，有效缓解加总谬误和内生性问题；定量评估质量安全和产业政策等制度工具缓解进口拒绝冲击的效果，对不同改革情境下进口拒绝对转型升级的冲击进行模拟预测与反事实分析，为优化企业发展战略和政府支持体系提供科学建议。研究结论不仅有利于破解我国农产品国际竞争力不足的软肋，也有助于解决农业部门整体的结构性矛盾，实现乡村振兴战略中农业对外开放的新格局。

本项目基于多源高频微观数据的有机结合，通过理论构建、实证分析与政策研究的依次推进，系统刻画了进口国拒绝入境裁定对我国农产品出口企业的影响机制，揭示了进口拒绝对企业转型升级的影响。..首先，本项目刻画了进口拒绝裁定及农产品企业出口结构的特征与规律。本项目通过整理进口拒绝报告数据库和中国海关数据库，揭示了进口拒绝的数量、类型、结构及变化趋势，梳理了我国农产品出口企业的产品空间分布与变化特征，测算了国家、地区、行业和企业层面上的产品结构和转型升级指标，为拓展理论模型和进行实证检验奠定了基础。..其次，本项目揭示了进口拒绝裁定对农产品出口企业转型升级的影响与作用机制。在对新新贸易理论与产品空间网络理论进行拓展和融合的基础上，本项目刻画了进口拒绝裁定影响农产品出口企业转型升级的理论机制，并通过匹配多源高频数据并构建与之相适应的计量模型，识别了进口拒绝裁定对农产品出口企业转型升级的影响。..最后，本项目评估了应对技术性贸易壁垒风险的政策体系绩效并提出了对策建议。本项目定量评估了农业供给侧结构性改革领域中质量安全监管体系和产业、宏观、科技政策等对进口拒绝裁定冲击效果的影响，通过事件研究法、断点回归模型和准自然实验设计，识别了政策潜在绩效与机理，利用仿真模拟和反事实分析等手段提出了完善建议。..通过上述三方面研究，本项目取得的重要结果及科学意义主要包括四方面：一是在理论层面上，论证了进口拒绝影响出口绩效和产品结构的机理，揭示了决定贸易政策制定的深层机制；二是在实证层面上，构建了与微观高频大数据相适应的方法体系，识别了完整动态响应路径；三是在研究视角上，突破了将贸易政策作为国内政策的局限，提出了国家网络观点；四是在对策层面上，提出了以宏观政策、产业政策、监管政策为核心的应对方案。本项目研究结论不仅有利于破解我国农产品国际竞争力不足的软肋，也有助于实现乡村振兴战略中农业对外开放的新格局。
