The investigation is very important in ocean engineering, and has practical and academic meanings in designing offshore structures and seabed lines. Using a finite volume method based on unstructured colocated meshes, the numerical solutions of the Navier-Stokes equations are obtained to simulate the flow past a rotating and rotary oscillating circular cylinder, oscillating flow and wave-current past a stationary circular cylinder, wave-current past a rotary oscillating circular cylinder. For Reynolds number Re=100-3000, rectilinear speed ratio α=0.5-5.0, forced oscillating frequency fs=0.1-2.0, KC=0.1-20, and wave current ratio g=0.1-0.9, the variation of the wake structures and dynamics loads with different dimensionless variables is obtained. The coupling and competition relationship of different frequencies is studied by the amplitude spectra analysis, and then the region of the classification of wake modes is given quantificationally. We find that the cylinder oscillation is an efficient measure to reduce the flow-induced force, feedback the vortices-induced vibration, and control the wake structure. Moreover, an experimental research is performed on the flow past a rotating circular cylinder, and the numerical wave tank is developed primarily. We have brought up one post-doctor fellow, one doctor, and two masters. We also finished fourteen papers, included one in international conference, one in national conference, ten in journal, one doctor's dissertation, and one master's dissertation. According to the plan, we have finished the missions successfully.
